Population: 4200 [approximately 800 of those are slaves]
Tax Rate: 20%
Average Citizen Income: 65 Gold
Ruler: Khalahan Family
This family is from a long lineage of Thiefling living in Ghateelock. They are known to be cruel and methodical in every political decisions as they rule over their district with an Iron hand in a soft glove. The Khalahans live almost in seclusion in their own district, only to go out to meet with the Emperor, or on very rare occasions. They live like Gods amongst mortals, they have rituals and procedure most other noble families find strange. All their slaves and servants are dressed in a specific way to reflect their status, always exposing as much flesh as possible and live sacrifice (mainly of animals, including their beloved Lions and wild animals) although there are some rumors they also sacrifice humanoids from time to time, despite the Emperor's strict policy about it. Their guards are all slaves servants, but somehow they also have some power and responsibilities beyond that of other common slaves. They are also required to wear strange Canine face helmets at all times and are not allowed to show their faces.
Khalahan Slave Guard.
Khalahan is still one of the most popular district to live in for the average citizen. With its two main Gates to enter and exit the City, this District is the most visited and hosts more tourists than any other districts. With a very large amount of Brothels, Taverns, Inns, Drug Dens, Markets, Artisans, Libraries, Cathedrals, as well as its many parks, mills, and a few Noble house and even one castle turned into a Inn, not to mention the infamous brothel called "The Relidgyx"; an old cathedral that was abandoned after the End of Magic Era and was bought and turned into a Brothel by a Human called Djyx. People from all over the city, from the other districts often stop to stay a night or two in Khalahan in between trips in or out of the city. Farmers from the south and south-west all go through Khalahan's gates.
Khalahan's laws are reasonable, and some would say; flexible. The Guards and Jury system allows for criminals to slip through the cracks if they know their way around the bureaucracy of it.
Slavery in Khalahan is amongst one of the highest number of slaves in all Ghateelock. Almost anyone can own a slave if they have the paperwork for it. The bureaucratic process is tedious, if only to comply with the Ghateelock Secondary Law, but affordable for just about anyone ready to spend the few hours of time spent on the paperwork over a period of about 10 days; waiting for approval, license and all that bureaucratic crap.
This district's population may be 4200, but if one was to count the actual number of people within its walls at any given time, they'd probably find a good 1000 extra people in there. On any given days, there are hundreds of visitors from outside, mostly farmers and their families coming to sell their goods, preferring Khalahan to Fuller if only because of the 'Mount' rule in Fuller, but also all the people from other districts that goes there as merchants, visit friends, drink at their favorite Tavern, enjoy their favorite brothel or gambling places.
Khalahan also has a unique Law structure, offering completely different laws based on your status and position in the district.
There are many positions and statuses in the Khalahan's hierarchy structure, and although it is very rare, it is not impossible for one person to possess more than one Position, with each one status to go along with the position, but you can never have more than one status for the same position.
It has long became a habit to greed people by stating your Status and Position after or before stating your name. "Hi, I'm Vendor Josh. - Hi to you Vendor Josh, I'm Commoner Wally!" To avoid being treated as a Casual Visitor, almost everyone will state their status when meeting people, especially amongst the Citizens and Visitors (Above Casual status), since they are the only ones who can't easily be identified by their Noble Crests, Constable Symbols, or Slave masks.
Positions :: Status
- Nobles :: High Lords, Lordship, Merchant, Wealthy
- Constable :: Chief, Lead, Officer
- Citizen :: Privileged, Commoner
- Visitors :: Important, Vendor, Casual
- Slave :: Free, Favored, Nocterized, Owned, Unsold
Sub-Laws:
- Anyone unable to prove their claim to a Position or Status is by default considered a Casual Visitor
- Sex without registered Marriage/Union is Forbidden, unless you or anyone involved is either a Noble, or a Slave
- You may not attack, fight, bully, or harm someone of greater status than yours without official registered papers from a person of a station above them, or in self defense.
- Constables are forbidden to attack or apprehend any Noble without an official notice form the Chief
- Constables are forbidden to attack or apprehend any Citizen without the presence of at least one Lead
- All Nobles must wear and display in any manners that is clear, their family crest at all time, unless they have an explicit an official order form someone of a higher status, or unless they are the High Lords (Khalahan family)
- All Constable must wear the Constable Symbol at all time and must perform their duties as such, at all times, unless they have an explicit an official order form the Chief or an above status person
- All Slaves must wear a red fabric to cover their mouth and nose anywhere, except inside the dwelling of their owner.
Note: Those masks had become so popular across Ghateelock as a way to identify Slaves, which is why some districts added laws to forbid them.
Other Regulations
- Any Visitors must register at the Gate to obtain their Visitor Status
- You may never call someone a 'Slave' of any status and in any ways, unless you know without a doubt, they are a Slave.
- Any Vendor entering town with unregistered Slaves must register/declare them as Unsold Slaves at the Gate to get a temporary license to sell their merchandise.
- Slave is only a Slave if he was bought as a Slave in any other Kingdom or City, or if he was branded a Slave by any authorities in Ghateelock.
Special Rights
- A Noble may Nocterize any Owned Slave at any time as long as he reports it the same day, prior to, or after the Nocterization takes place
Status explained:
In Khalahan, everyone is accounted for and identified through a tedious bureaucratic process, which, let's admit it, has its merits and flaws. The status in itself implies your position and as such the following Hierarchy applies:
[High Lords, Lordship, Merchant, Wealthy, Chief, Lead, Officer, Important, Privileged, Vendor, Commoner, Casual, Free, Favored, Nocterized, Owned, Unsold]
Each status are unique and few of them can ever be changed, and when they do change, most of the time, someone of a higher status must be involved in doing so.
Some status are easier to get than others, such as the Officer which can be given to any Citizen by the Chief when in need of new recruits, or Lead be given to a disserving Officer.
The following are some of the ways people's status would change, but there are other status that could change as well, but here are the most common;
- Be Married or getting married to a Noble can/may make you a Noble
- Be Married or getting married to a Constable can/may get you the Privileged status if you're a Commoner
- A Owned Slave may be Nocterized by any Noble at any moment.
Free Slave: When a Slave is freed and registered as free, they can reside in Khalahan, but will always remain lower in the hierarchy. Most Free slave will move to other district soon enough.
Favored Slave: When a Slave is Owned by a Noble, they are usually granted the Favored Status.
Nocterized Slave: The act of having sex with the purpose of procreation, be it the male Slave impregnating the Noble Women, or Male Noble impregnating a Female Slave.
The Nocterization can only happen once and although the purpose is to procreate, which isn't a certainty when roughly 30% of all Nocterization actually results in a pregnancy, it is also a way for Nobles to propagate their genes. Some rare fortunate babies from Nocterization would then be taken into the Noble family and raised as bastards, mainly the ones born from a Female Noble.
After this 'One-time' event, the slave gains the Nocterized status and may no longer be 'forced' to perform sex without consent.
Punishments:
1) Stock: most first time, second time or so offenses will usually get you to the Pillory for a few hours, more each time you'd get caught again.
2) Slavery: when your crime is against the Nobles or if it's major, or you've been caught for a large number of time, you may be branded as a Slave to be sold on the Slave Market.
The Constables
Khalahan has a lot of Constables to patrol the district and catch criminals. It is known that some of them might take bribes and let you go, but it's frowned upon and some Constable have been known to lose their status (be fired) for such behavior. Their duty is to bring you to the Barrack cell where you'll be awaiting judgement by three Lead or by the Chief, whichever comes first to the barrack.
They have about 100 Constables patrolling the district, divided in three shifts of 8 to 10 hours, different amounts depending on what time of day it is. There are more during the day and less during the night.

Many claims the Mazekeen could make sure there were no path to reach the end if someone they didn't like was trying to meet the Khalahan. After the End of Magic Era, the changes are somewhat minor or non existent and it has become easy to make it through, so they added a few new non-magical elements to it, such as tossing a Lioness or two from the Khalahan's, or other creatures sometime, they also sometime place a number of objects to be gathered prior to making it to the exit..

Then, about a year ago, Aristote was arrested for a crime and apparently sent to the South Mine. His house was closed down and barricaded, his servants and students sent away, and no one's heard of him since. There are four small rooms for those girls to provide services for their clients, which has to be done in less than 20 minutes. Clients who rent rooms can take as long as they want. The girls will pay a light 10% fee to the owner when they use the small rooms or when they sleep over with a client, but otherwise, they keep 100% of what the client gives to them. The owner is a Thiefling with a missing eye called Jtuug. Rumor has it Jtuug is a retired assassin, some say he was known as The Jackal, who was famous for killing many Nobles before the End of Magic Era. Rooms will not be rented to clients who will not purchase at least one does of their cheapest drug, which costs at least 50gp, where a single room with one bed cost 40gp. Every window are shut and blocked so no one can see inside, but mainly, it's probably to keep the snakes from slithering out. Heobo doesn't come out very often, and when people begins to wonder if he'd been eaten by one of his snakes or not, that's usually when they'll see him outside his house, or at the market, purchasing a cart full of small live animals and insect, and sometimes, even a goat or two. The Flow'Horn :: Probbaly the tallest living thing in Ghateelock, the Flow'Horn is a 50 feet high tree/flower that grew out of a large stone. Before the End of Magic Era, it used to spit a unique powder into the air, twice a day, at Dawn and at Dusk. The powder protected anyone touched, by enough of it, against cold. Somehow, while standing under the plant for roughly twenty minutes at Dusk or Down and letting the nectar of this plant fall all over you, you'd gain some form of resistance to the cold for at least 8 to 12 hours. Since the End of Magic Era though, the phenomenon happens roughly once per week or so, and no one knows when it'll happen, but many still gather near the plant at Dusk and Dawn, hoping to be there for that one time. Rumor has it no one was every able to reproduce this resistance by using the powder they'd have gathered, leading to the belief the powder wasn't really the cause of this resistance, rather than a magical effect spreading around the plant. Another Rumor says the plant sometimes vanishes during the night, multiple reports of people living in the area, constable patrolling the place or people passing by, usually around midnight and never longer than a minute or two. Constable Lead Marcus once declared the plant had turned into a butterfly that flew over the city for about one minute, but many also claims Marcus was drunk when he allegedly saw it happen.

A Three story high wall, filled with books. But a little before the End of Magic Era, one of the student turned against them and killed everyone during the night, except for Murry and Mirage, who'd have managed to kill him before he would kill them. The story doesn't say much on how they did it, but the Bletheralds were left alone and became somehow hermits in their own house after the tragic event. They were roughly eleven years old when the murder took place and not so long after, the End of Magic Era began and they were never seen outside their house ever again. Aleth restored it and turned it into a magnificent Inn where people are treated like Kings and Queens. The Castle offers the best food in Khalahan, breakfast served in your rooms, banquets for lunch and dinner where anyone can eat at will, they call it the Eat All You Can Dinner. He's a Thiefling, like most Khalahans and many thinks he uses his Pyrokinesis somehow in the process of creating his Weiners, but this rumor is dying out since he never reduced the amount of Weiner he could make in a day, even after EoM. When the gate opens every morning, one or more farmers will be seen delivering some dead animals from their farm to William. Then based on the amount of meat delivered, he will let the first few people in line know how many pounds of Weiner he can make. Those few will spread the word as the line will grow longer and longer for the next two hours, until the food is ready. William never 'reserve' any for anyone and apparently has never been convinced of doing so for any amount of coins. His policy is: First come first serve and it is not rare to see people waiting in line one hour, sometimes more before sunrise, and people will stay there for many hours just to get their hands on those Weiners. It has been reported many times, that fights even broke off in the line and whoever brought back those Weiners home or to their Inn, would do so carefully. Many reported being attacked and burglarized for those Weiners. William's secret recipe and the way he processes the jam them into large sausages remains a mystery, but everyone who taste those Weiners, will want more. They offer their services as protection of any kind, body guard, doorman, watchman, escorting goods within Ghateelock, or between your farm and your stall, etc. When they don't work, they train and spar. The Guild is ran by a Human Knight called Brewilh. Rumor has it Brewilh is constantly petitioning the Khalahan family to modify their laws concerning Slaves. Most basic mercenary services would cost 50 GP per day, per mercenary, but hiring more experienced Mercenaries can cost a lot more, although one can hire a 'rooky' for half the price, but only for low risk jobs.

Poter's House :: This house is at the point of a street intersection and the owner, a Human called Harry, makes the his own Pottery pots and grows a large number of exotic plants. He sells his plants to the highest bidder, most of those plants are the ingredient for potent drugs and poisons. Rumor has it he grows a live cannibal plant that eats humanoids, mainly anyone trying to steal from Harry.

Constable Barrack :: This barrack is probably the smallest in all Ghateelock, but this is where all criminals are brought to be judged. The building offers a few offices for the Chief Constable and Lead Constables, as well as a few cells, large enough to accommodate up to 10 criminals at the same time.

The Point Brothel :: Secluded at the south point end of Khalahan, this Brothel offers nothing short of Long Term affaires for males only. One cannot simply walk in there and expect a drink, a pussy, and a meal before leaving. The Point offers a unique service, where any Noble, Constable or Citizen can take a vacation from their duties, from their wives, from their kids, or from whatever they need a break from. The unique thing about this place is the cost is a flat fee of 500 GP for the entire week. During that week, they can eat and drink all they can, while all their needs are taken care of. The Slave Girls, mostly human girls, will bring them drinks and food, they will bathe them, dress them, service them, dance for them, sing for them, walk with them, chat, play, gamble, massages, everything is on the menu, even some philosophers found their 'match' of philosophical debates with one or more slvaes, whom all seem to be extremely well educated and skilled in just about anything and everything. This is an All Included Vacation. The only weird thing is that you cannot leave for the entire week, no matter what. No messages from the outside is carried on to their guests. It is well know that everyone comes out satisfied, rejuvenated and in good health. The only rumor about this place is that there is no rumor, which is the odd thing out. No one ever complains, no one can ever seem to say anything bad about the place and no one ever saw much of what is going on in there, except from the tales of all the satisfied customers, who are known to return once or twice per year after they ever step foot in there.
