This family is from a long lineage of Silver Dragonborn. They are known to to be incredibly generous, playful and transparent in their political decisions. They prone truthfulness and honesty, and their laws are made to keep people from lying in Kazimar, but are also made to terrify people going against those laws.
This district is probably one of the safest, but most boring district in the city. It doesn't offer many establishment for visitors, but should anyone make friends with a local citizen, they'd probably be invited to one of the countless parties or gathering that are a nightly thing. If it's not in one person's backyard, it'll be in another person's basement, or in their home. Even the Kazimar Family is known to host a party once or twice per week; of course, not everyone can be invited to such event. Its laws are well designed, with very little room to misinterpretation, and strictly enforced. This is the last place anyone would want to steal a simple apple, even if only to feed their dying sibling. Getting caught may cost you your hand.
Kazimar is not only boring, it is also very clean. They have baskets on just about every corner and even in the middle of longer streets. People are told to put all garbage in those baskets, and 'Criminals', but also some paid workers will pick them up. There are three chariots in circulation, each with one driver, who is usually an employee and groom for the horses, along with one or two other person, often criminals paying their debt to society, to put the baskets in the chariot and replace them with an empty one.
This is also the only District where Slavery is prohibited and well enforced. Every slave owner knows not to send their slave into Kazimar, for they will be freed instantly. Should one slave going through Kazimar call for help from a Constable and mention being a slave, they would be protected by the Constables and freed from their master with the full support of the law and the Kazimar family. As much as slave owners knows that, it is very rare for a slave to actually know about it so even if some do go through, they don't always manage to get the Constable's attention, especially when they look nothing like slaves and more like servants; Paid Servants. But Slave merchants needs to go through a few detours to bring their cargo to the other districts and avoid going through Kazimar.
Sub-Laws:
- Never Lie to a Noble or a Constable
- Never deceive anyone for personal gain or profit
- You must stop moving in any direction, unless it puts your health at risk, and you must raise your left arm up straight, unless you can't do it safely, when you hear one long Constable Whistle blow. You can still look around, put down what you are holding to raise your left arm, but you cannot move. You may resume after you hear two short whistle blow or after five minute, whichever comes first.
- No kissing, no holding hands, no touching of the sexual parts, no sexual relations; in public during daylight, between sunrise and sunset. Except at the designated area: The Couple's Retreat
- Always help an injured person, unless they are locked on the pillory
- Do not Litter: All trash goes in the trash cans and Horses must wear an excrement basket collector
- Slavery is Prohibited.
- Covering your face (Mouth and Nose) in red is forbidden.
Punishments:
1) Garbage Duty: First offender, and only when the crime is minor, like kissing in public, or having been caught lying to a noble or constable where the lie was of no consequence, such as what most people would call a "white lie". You'll end up picking up garbage baskets all over the city and bring them back to the garbage station. This sentence usually lasts for one month of full time hard work.
2) Stock: Second or multiple "White lie" offenses could get you there if the garbage duty positions are all filled, or if there were some minor consequences to your lies; yeah, many people are pathologically incapable of not lying. Usually a few hours spent naked on one of the few stock displays across the district. As strange as it seems, this is probably the worse district where you want to be placed on a pillory. It is encouraged to beat up people on Pillories, as long as the injuries are not permanent, or won't result in death. Besides the usual fruits and vegetable throwing, people should expect to be tickled, pinched, have their hair pulled or even torn off their head and bodies, and of course, all form of sexual assaults.
3) Dismemberment: Anyone gaining coins or valuables through stealing, lies, cheating or other non legitimate ways, will have one of their body part cut-off. Usually, it starts with the left hand, which is enough to ensure the perpetrator will not repeat this kind of crime. When they do, it will move to the tongue so they can't tell lies anymore, and then a foot. A creature once conned his way into having sex with a simple commoner and after the investigation concluded without a doubt that he had indeed, deceived the poor lady for his own personal gain: sex, he had his dick cut off. Their pillories are even made with a special design to accommodate people missing one or two hands.
The Constables
Kazimar has a lot of Constables, probably more than any other Districts.
They have a 250 Constables, 150 of them, 50 in position on an 8h rotation, and a few officers, with permanent fixed stations at every street intersection and even in between some of the longer streets, as well as two of them at each Gates, and another one in front of each Mills, to manage the usage of those mills, where people must pay to use them. The other 100 are divided into schedules of 8h shifts as well, with a few officers, patrolling and walking the streets in groups of 2. They all carry whistles to alert people and other Constable when something goes wrong. They are trained in medicine to provide help to those in need as well as in combat to fight and capture criminals and misfits. When they blow their whistle and everyone stops moving, it is very easy to chase after criminal, or simply approach one to let them know what they did wrong. Rumor has it the crime rate is so low in Kazimar, the Emperor would be considering the ramifications of making similar laws applicable throughout the entire City, but many other Noble Families are apparently against that for obvious reasons. Nobility wouldn't be Nobility if it didn't nurse a multitude of lies and deceit to profit off of everyone else. They are also known to keep a journal of everything that goes on, every interception, every assistance and every names. They all carry their own Journal, but there is one main archive at the Constable's Barrack where every single details could be found, but it is only accessible by the Constables or the Ruling Family.

#1:
Tree-Oh :: Before the End of Magic Era, this place was one of the most popular for parties, people would gather 50-70 almost every night, dancing, singing, eating under the cover of those threes, even during the rain, the water would barely leave a few drops through the thick leaves of those giant trees. After the End of Magic Era, the trees died and lost all of their leaves. Rumor says the trees were not magical, but this kind shouldn't grow in the region and they were kept alive and cared for by a Druid who probably left town after the End of Magic. People now call this place Tree-Oh of Death.

Jhavy's Backyard :: The now new hottest place to spend a night and party. Jhavy built a dance floor, added a lot of benches and a campfire so everyone could gather and party almost every single night. Sex, Drug and Rock'N Roll. Rumor has it Jhavy may have killed the Druid who used to take care of the Tree-Oh.

TrokaMarket :: This market is famous for not selling any kind of consumables. Artisan from all over Ghateelock gather at that market to sell or trade items, art, tools, and more. Trade is the favored currency there, where an artist may present a few art pieces, or a smith a few weapons, but they're usually looking for one or a few other things like tools or objects. They usually let people know what they're looking for with a sign, and almost anyone could simply walk up to them and trade that for anything on the merchant's table. From flower pots to sex toys, the range of items on display continue to amaze, every single day as the inventory and merchants changes and new items are shown for trade.

KazimarCastle :: One of many other castles in Ghateelock, this is the obvious place where the Noble ruling family of a district would settle. The Kazimar is one of the biggest family when it comes to number. The family's been living in Ghateelock for over 300 years, marying strategically to stay in power or gain more power. Generation after generation, the name kept on going and grew in numbers. They are rumored to be over 50 legitimate blood descendant Kazimar alive in Ghateelock. That would be without counting the Bastards, born from all the orgies and parties they have all the time.

LavanderPark :: You like good smell, this is the place. They grow a lot of lavender flowers to harvest them, create perfume and other oils.

CouplesRetreat :: The only place where lovers can touch and kiss in public during daytime. As much as they'd be allowed to just have sex right there, very few does. People usually enjoy holding hands and kissing, and are too prude to go further than this in public and in broad daylight. It is not unusual though to witness some people having sex on the bench or picnic table, or even on the river's shore. According to the regulations, the Mill is also ON the area delimited for The Couple's Retreat and this is much more common to hear what goes on in there, which is usually more than just kissing and holding hands, but the Constables stationed to manage the Mill, don't let people in unless they are part of whatever secret lover's ring they have going on in there. Rumor has it, they use the mill as some form of sex machine only the most wicked minds can think of. If you want in on this, you must talk to one of the three Constables in charge of the Mill.

FishAnnChip :: This Tavern is more commonly knows as a restaurant, for they serve fish with wine, with two kinds of cooking, and nothing else. Their menu is limited, but the taste, for anyone who do appreciate fish, is exquisite. They don't offer lodging of any kind. Ann and Chip, two humans, own the place and while Chip is the fisherman and build himself a small pond in his backyard to breed the fish, Ann is the cook and famous for it. They also have a younger daughter Bella who works as a waitress, and her beauty earn her quite the lot of tips.
Prices:
- Meals #1: 5gp for a Fried Tempura Fish, served with peas in a creamy white sauce and fresh bread with garlic. The whole accompanied with a fine red wine.
- Meals #2: 8gp for a Whole Fish, skinned turned inside out and roasted in a wine taste sauce, served with mushrooms and a whole potato stuffed with goat cheese and a secret mix of spice. The whole accompanied with a fine white wine.

PoeStables :: Poe is the son of the best horse trainer in Ghateelock. He inherited his father's business and skill, but as much as his father's horses used to be the best and strongest, the son still has to prove his name on the long run. He grooms a few horses to sell, but most horses on his property belongs to Nobles who wants them trained. Rumor has it Poe Junior prefers horsing around with his neighbor friend than train horses.

Constable Barrack :: It used to be a series of houses huddled together, but has long ago been turned into one single building with corridors going through all of the Ten houses, Five on each side of the street. It is rumored that a tunnel links the two sides together as well as offering a few cells for people awaiting judgement. Most criminal will spend one to three days in such a cell before voicing their defense in front of Judge Lankhmar Kazimar, one of the oldest member of the family, approaching 70 years of age. Where most other ruling family would have one of them, usually the eldest and father, deciding for just about everything, the Kazimars are known to have a Council for their decision making process where three Elders would then decide after hearing everyone's concerns and arguments. Judge Lankhmar would be one of those three.
People of Interest:
#1: Constables Marty (Human), Venorsh (Red Dragonborn), and Plastahg (Half-Orc) :: They are the Constables stationed to manage the Mill located at the Couple's Retreat. Apparently, they are the ones holding the key to joining a group of very deprived people who's sexual practices are near the end of the extreme.
#2: Korolaxdar Kazimar (Half-Dragonborn Silver) :: He's a Noble and he's part of the ruling family, but he was born a Bastard. He looks mostly human, except for his scaly skin and a series of 6 small dragon like horns running on his head, like two rows of spikes. He's famous because his name comes up in just about every conversation about the laws and how it's being enforced. Korolaxdar is the living symbol that the Kazimar Family are just and fair, and that Nobility doesn't protect one from the Law. Korolaxdar had a habit of breaking the rules and the law. He was punished multiple times and apparently got Garbage duty for over two years worth of time throughout the past five years alone, until more recently, his crimes escalated and he had one hand cut off, about one year ago. He didn't learn his lesson and but a few weeks after, he had his tongue cut off and then his second hand, about three months ago. Most people love the Kazimar family for being fair, although some think the poor lad should have been sent to the Mines instead and pity him. Rumor has it most of his crimes were perpetrated against his own family.
#3: Tabitha Kazimar (Half-Dragonborn Blue and/or Red?) :: In every party, anywhere in the district, there is always at least one, often a few, person who will tell a tale about how unique and unforgettable his encounter with the Bastard Half-Breed called Tabitha. She is undeniably the most beautiful creature walking around in the district. As much as Nobles usually stick to their own crowd, Tabitha likes to meddle with her people. She has a thirst for getting to know people and how they live, what they do, what makes them tick, and what they believe in. She respects everyone and treats them as equals, even if they aren't Nobles. She can turn the most boring party into the bets party ever and her personality is enthrallingly attractive. They say she's as hot as she's chill and people should recognize her easily from her strange tiny wing like fins coming out from behind her ears, and she does have ears, most people validate this fact if given a chance. Rumor has it, her other Half would be Thiefling. Rumor also has it she may be a Bastard with the Kazimar name, but that her other half could also be one of the ruling families.
