You like exotic design, this district was dedicated to the Elven style architecture and way of life. Although it is not an exclusive district for Elves, this is where you will find the most of that 10%, along with other races that has longer lifespan. It's a very nice place to live, although not everyone can afford living there. The Laws are made to best accommodate people who aren't rushed in life, such as the Elves in general. Punishments are often tasks or imprisonment that will take or last for a very long time; after all, how would a 2 years imprisonment, or a month of forced-work truly be punishment for an Elf?.
Ruled by the Shungo Family:
Most of them are Elves, but there are a few Half-Breed in their ranks.
The Shungo are generally generous and well organized. They prone freedom above most, but for social order to be maintained, some freedom must be regulated. They enforce paid help over slavery and believe a society thrives better without slaves.

Punishments:
1) Stock/Pillory: No matter the crime, the minimum time a criminal would spend on the stock is one full day. But the actual amount of time spent will vary and may last for as long as it takes, before another criminal is sentenced to the pillory. In other words, there is 'Always' one person on the pillory at all times and they will stay there until another criminal is caught and sentenced. Even criminals who are sentenced to the South Mine will first spend some time on the pillory before being sent to the mines. Sometimes, there are many criminals awaiting their turn in jail, in which case, they'll likely spend a day on the pillory, except the last one, who may spend more time.
Note: Betting on the amount of days anyone will spend on the pillory is a famous gambling sport in Shungo and with time, the Constables have agreed to never let anyone know how many criminals are in the jail if any.

Places of Interest
#1:
The Shungo Castle :: Like most district in Ghateelock, the Shungo family have their own castle. It's not the biggest or most impressive, but it's still a castle. Almost the entire Shungo Family lives in that castle along with a large number of servants, but no slaves. With its 20 rooms, ballroom, hall, studies, sitting room, play room, two kitchen, and more, the place can accommodate a large number of people. The castle offers a nice backyard with a garden, a pond and grass, as well as beautiful flowering garden all around the castle. It also have the only Gafaha tree left in all of Ghateelock, as all other trees were cut down at some point from harvesting the bark to make drugs. Any Gafaha tree that could now be found would be more of a plant than a tree, for they are rarely allowed to grow taller than a man before they curt them to harvest the bark. The fruits of a Gafaha tree are very delicious and sweet, but the price they fetch is far from the price the bark fetches to be turned into a drug.
#2:
Monastery of the Wild :: This is probably the monastery with the largest number of trainers and trainee. The monks in this monastery thrive on competition and challenges between their different styles and it is often a show worth watching. Every year, they will host a tournament between their students and even allow outsiders, any fighters or monk from other districts and places, to fight and participate. The High Monk and Mistress is a Black Tabaxi Female called Mia.
#3:
The Twenty Four :: Plucks from the similar design as the Nine Palaces in Fuller, this building is actually 24 houses huddled up together in a full circle, with a small inner yard only accessible by the residents. These houses are probably the cheapest ones in the district.
#4:
The Burning Maw :: Stones coming out of the ground like high mountain spikes, along with fire and lava burning in its center, this unique formation also has a cave, accessible by passing through the small Hot Stream waterfall pouring out of the stones above. The stream and lava mixes continuously, creating a permanent mist above the maw. The cave system was eventually dug and turned into a Coal and Diamond mine, which is still being harvested, but the Diamond are getting scarce. A Nobleman and merchant called Othorion Yinrie owns the mine. Rumor has it that recently, in the lowest branches, workers are mysteriously going crazy and losing their minds, slowing the harvesting even more.
#5:
Vee-Pond :: This garden was created in the honor of Emperor Vhaliss, where an underground stream was dug into the land and became a small pond in the shape of a V. Floral arrangement were also shaped as letters to form the name Vhaliss. The water in that stream is always warm, obviously coming from or passing by the burning-maw and people are allowed to bath and swim as they please. For a long time, people would swim wearing short pants and trousers, some had special leathery clothing to wear as body suits, but Tanyl's Pond became so popular in the past decade, most people bath naked in Vee-Pond as well as they lay on the grass to get some tan. Although, unlike Tanyl's Pond, people seldom engage in lewd activities around the pond.
#6:
Tanyl's Pond :: Tanyl's Brothel is located on the street corners and facing the Shungo Castle, just North of the Pond. The area was decorated with lanterns and like most ponds in Ghateelock, the water is always warm and clear. Tanyl is the owner of the Brothel and the Pond belongs to his back yard, although shared by other residents around, it has became an outdoor brothel of sort. People bathing naked, having sex on the grass around or in the water, against the Stone of Power. With a stage for dancing next to the Pond, this area offers drinks, food, entertainment and sex at all times, with parties and orgies almost every night. This brothel is known to offer the most beautiful Elven females, as well as some of the most exotic, and sexy humanoids in all of Ghateelock.
#7:
Shalheira's Inn and Stay :: This Inn can accommodate travelers, but its main income is from people who simply doesn't want to own a house, while being provided for by the staff. The building is huge and offers over 100 beds, spread across 40 rooms and dorms. Most rooms are rented all year around to the same people, many are Nobles and Merchants without families, who chose to live there permanently. For a reasonable price, all their needs are taken care of; Food, drinks, bed, bath, laundry, etc. Many of them claims it cost them a lot less than owning a house with a few servants, and in a district where Slavery is outlawed, they are probably right.
#8:
Adamantium Forge and Constable's Barrack :: This building is a huge forge with many employee Smith Worker. They specialize in crafting Mithral and Adamantium armor from the materials harvested in the mines. The forge belong to the Shungo Family and is managed by the eldest son Laeroth Shungo. The entire building is the most secure of all Shungo because it also doubles up as the Constable's Barrack; Training center, barrack, and Jail. Was it Shungo or Barranor who had the idea first is unknown, but the Shungo family have had Constables acting as Judge, Jury and Executioner since the return of Emperor Vhaliss. Unlike in Baranor, the Constables of Shungo don't harass people and aren't responsible of collecting the taxes from the citizen, but they are the law. Lord Shungo claimed it was more efficient, more just, and a lot cheaper to drop all the bureaucracy around any crime, no matter how small or big of a crime. The constables are trained and drilled to obey a strict code of honor and must follow strict protocols to perform their duty, but they are allowed to arrest people, judge them, and execute the sentence, which is often the Pillory or the South mine.
#9:
Hill's Mill :: To catch the best possible wind, the mill was built on top of a steep hill. It's not very convenient to use, since one has to bring things up the stairs, but there is no other mills in all of Ghateelock that can perform as good as this one. The hill around it is also a favored place for people who wants to gaze at the stars or at the city, as well as relax under the trees on the hill.
#10:
Cathedral of Larethian :: Most citizen of Shungo will go to the Cathedral on a weekly basis. The faith offers huge statues and shrines of Corellon Larethian, Deity of Art and Magic. Even after the End of Magic Era, people doesn't seem to be bothered much by the lack of Magic in Ghateelock and the Cathedral remains just as filled as it always had been. Maybe because most people are elves and 10 years doesn't mean much to them. Maybe their faith will start wavering in two or three decades if Magic doesn't return by then.
#11:
Shungo's Servant Quarters and Stables :: This is simply the place where all servants in the Shungo Castle lives when they aren't working. This is also where all the horses of the Family are taken care of.
#12:
Shungo's Market :: This market offers the most of Elven Arts. Artisan civilians from the district gathers in that market to sell their craft and talents, including some weapons and armor of elven quality or design. This is also where the only Pillory of Shungo can be found, at the entrance of the market place for criminals to be displayed before they are put to work or sent to the South Mine.
